Funding for Investments in Public Railway Infrastructure of Non-Federally Owned Railways for Freight Transport in Saxony-Anhalt (NE-Infrastructure Guidelines – InfraRiLi)

This funding program targets operators of railway tracks for freight transport in Saxony-Anhalt that are not federally owned. It aims to shift freight transport to rail and ensure the long-term security of these services.

The program supports investment measures that serve to upgrade railway tracks of non-federally owned railways for freight transport. This includes the replacement, expansion, and new construction of infrastructure, as well as associated planning costs.

Support is provided as a non-repayable grant. State funding can amount to up to 40 percent of the expenditures recognized as eligible by the Federal Railway Authority. The exact project duration is linked to the approval of the federal grant; the program itself runs until the end of 2028.

The main prerequisite for state funding is an existing federal funding approval from the Federal Railway Authority. All conditions of the federal notice are authoritative. The program is geared towards individual applicants and is subject to the provisions of the State Budget Code and other administrative regulations.

The application for this state funding must be submitted informally with reference to the application submitted to the Federal Railway Authority. The application deadline is October 31 of the previous year for implementation in the following year. Investitionsbank Sachsen-Anhalt decides within the framework of available budget funds and coordinates with the Federal Railway Authority during the review.

The funding program is based on the guidelines for granting subsidies for investments in public railway infrastructure in Saxony-Anhalt. It is legally supported by several federal and state laws and administrative regulations.
