Implementation of Inclusive Measures (RL Inclusion)
The Free State of Saxony supports state-funded research institutions with the Guideline for the Implementation of Inclusive Measures (RL Inclusion). The aim is to realize the UN Convention on the Rights of Persons with Disabilities through projects that promote inclusion instead of integration, such as awareness-raising and accessibility. Funding is provided as a grant for earmarked measures.
Who is funded
This funding program is exclusively aimed at state-funded research institutions in Saxony. The goal is to support measures that implement the UN Convention on the Rights of Persons with Disabilities and pursue an inclusive approach to promote the full participation of persons with disabilities.
What is funded
The program funds projects focused on implementing Saxony's action plan for the UN Convention on the Rights of Persons with Disabilities. This includes awareness-raising measures, improving communicative accessibility, and measures to promote comprehensive participation. Eligible costs include material and personnel expenses, as well as necessary external services and investments, but no construction measures.
Type and Scope of Funding
The program offers non-repayable grants for financing inclusive projects. In justified individual cases, the funding amount can be up to 100 percent of the eligible expenses. Funding is project-related within a defined approval period.
Conditions and Requirements
For funding, applicants must meet certain conditions, such as conformity with the Saxon Action Plan for the UN Convention on the Rights of Persons with Disabilities and the economic and thrifty design of the project. There is no legal entitlement to funding, and the use of double public funds for the same project is excluded.
Application Procedure
Applications for funding must be submitted in writing to Sächsische Aufbaubank (SAB). The approving authority decides on funding at its dutiful discretion and within the available budgetary resources. The disbursement and accounting of grants follow the administrative regulations for the Saxon Budget Code.
Legal Basis
The funding program is based on the Guideline of the Saxon State Ministry for Science and Arts for the Implementation of Inclusive Measures (RL Inclusion), which was last amended in June 2023. It also integrates the principles of the UN Convention on the Rights of Persons with Disabilities, as well as provisions of the Saxon Budget Code and the Action Plan of the Saxon State Government for the Implementation of the UN CRPD (SLAP).
