The State Economic Program 2021–2027 in Schleswig-Holstein supports commercial enterprises in developing innovative and environmentally friendly products, processes, and services. This program supports commercial enterprises in Schleswig-Holstein, from small and medium-sized enterprises (SMEs) to large companies. The main goal is to strengthen their innovative capacity while contributing to climate protection and resource efficiency.

What is funded: Project Types and Eligible Costs

The program supports business innovations in three modules: process and organizational innovations, experimental development, and complex research and development projects that result in new or significantly improved products, processes, or services. Only projects with a sufficiently high degree of innovation that address specific environmental goals are funded.

Type and Scope of Funding

Funding is provided as a non-repayable grant. The funding amount varies depending on the module and company size, with up to 70% of eligible costs for industrial research and up to 50% for process and organizational innovations. Cooperation projects can receive increased funding intensity.

Conditions and Requirements

Funding is subject to various conditions, including compliance with the selection and funding principles of the State Economic Program and ensuring the overall financing of the project. Projects must demonstrate a high degree of innovation and contribute to the regional economic structure as well as climate and environmental goals.

Application Process

The application process varies depending on the module. For Modules 1 and 2, applications are submitted digitally and before the start of the project. For Module 3, a two-stage procedure is foreseen, starting with a project proposal. Free consultation by WTSH is recommended.

The funding program "Business Innovations (BIF Guideline)" is based on the guideline of the State of Schleswig-Holstein dated December 1, 2023, and is part of the State Economic Program 2021–2027. It is financed by funds from the European Regional Development Fund (ERDF), the Joint Task "Improvement of Regional Economic Structure (GRW)", and state funds, in compliance with relevant EU and state laws.

The project has negative impacts on "Global Responsibility". The project leads to decreasing greenhouse gas emissions in Schleswig-Holstein's greenhouse gas balance.
