Various construction measures for school buildings and sports halls are funded, including new construction, renovation, conversion, extension, and the acquisition of suitable buildings. Special emphasis is placed on energy-efficient renovations, structural timber construction, and model projects for the further development of school construction. A detailed list of eligible and excluded costs ensures that funds are used for their intended purpose.

Type and Scope of Funding

The School Construction Funding Guideline grants non-repayable subsidies for school construction projects in Thuringia. The standard funding covers 66.6 percent of the eligible costs but can be increased to up to 80 percent if certain energy standards are met or if timber construction is used. Even higher funding rates are foreseen for financially weak municipalities.

Conditions and Requirements

Applicants must meet certain conditions, including demonstrating a significant state interest in the project and ensuring the subsequent maintenance costs. Important requirements also concern the start of the project, adherence to energy standards, accessibility, and consideration of climate protection aspects such as timber construction. For larger projects, the installation of an active shooter alert system is also mandatory.

Application Procedure

The application procedure is two-stage. First, a project registration takes place with the Thuringian Ministry for Infrastructure and Agriculture, followed by a request to submit a formal grant application to the Thuringian State Office for Construction and Transport. Project selection is based on significant state interest and a program overview compiled by the approving authority.

The funding is based on the "Guideline for the Granting of Financial Subsidies for the Promotion of School and Sports Hall Construction", short School Construction Funding Guideline (SchulBauFR). It is supplemented by further state laws and regulations as well as general administrative provisions that form the legal framework for the granting and processing of subsidies. For financially weak municipalities, provisions of the Federal Municipal Investment Promotion Act also apply.
