SolarPLUS
The State of Berlin supports the expansion of photovoltaic systems and electricity storage units with the SolarPLUS program to advance the solar transition in the city. It offers grants for a variety of measures, from planning to installation, and is aimed at diverse stakeholders, including building owners, companies, and tenants. The program aims to significantly increase the share of solar power in Berlin's gross electricity generation and strengthen climate protection.
Who is Funded
The SolarPLUS program targets a wide range of applicants, including building owners, property managers, housing cooperatives, but also tenants and public institutions in Berlin. The funding aims to significantly promote the expansion of solar energy in the region and support the use of photovoltaics and electricity storage systems.
What is Funded
The SolarPLUS program of the State of Berlin promotes various measures related to solar power generation and storage. This includes preparatory expert opinions and studies, necessary adjustments to house electrical systems, the purchase or lease of electricity storage units, as well as special photovoltaic systems such as monument-compatible, facade, or green roof PV systems and plug-in solar devices. The funding aims to support projects at various stages of development from planning to installation.
Type and Scope of Funding
The SolarPLUS program awards non-repayable grants for the financial support of projects. The type of funding varies by module between proportional financing, fixed-amount financing, and full financing. The maximum funding amount can be up to 30.000 €, with the grant amount depending on the type of project and the size of the applicant's company. Investment goods must generally be used for their intended purpose for at least three years.
Conditions and Requirements
Specific conditions and requirements apply to funding through SolarPLUS, ranging from compliance with European state aid law, particularly the De Minimis Regulation and the General Block Exemption Regulation (GBER), to technical standards and useful life. These provisions ensure a legally compliant and effective implementation of the projects.
Application Process
The application process for SolarPLUS is carried out exclusively electronically via the IBB Business Team GmbH application portal. Applicants must upload all required documents before the application is considered complete and the project may begin at their own risk. After project completion, a statement of use must be submitted, documenting expenses and the completion of the measure. IBB Business Team GmbH decides on the approval at its dutiful discretion and initiates payment after successful review of the statement of use.
Legal Basis
The SolarPLUS funding program is based on the SolarPLUS Funding Guideline, which was announced on February 10, 2023. It is subject to the provisions of the Berlin State Budget Ordinance (LHO), its implementing regulations (AV LHO), the General Ancillary Provisions for Grants for Project Funding (ANBest-P), and the Administrative Procedure Act. Furthermore, European state aid rules, in particular the General Block Exemption Regulation (GBER) and the De Minimis Regulation, are decisive. Additional legal frameworks result from the Battery Act, the Electrical and Electronic Equipment Act, and the Berlin Monument Protection Act.
