State Program for Employment – C1 Innovative Paths to Employment

The State Program for Employment – C1 Innovative Paths to Employment is aimed at organizations with a registered office or branch in Schleswig-Holstein that possess the necessary infrastructure and experience with the target groups. The funding focuses on model projects for the integration of long-term unemployed and unemployed people, especially Bürgergeld recipients and individuals with a migration and refugee background, into the primary labor market.

The program funds model projects that serve the labor market integration of people receiving Bürgergeld, especially those with a migration and refugee background. The projects should develop new methods or improve existing ones, addressing the specific needs of the target group. Direct personnel, material, and overhead costs are eligible for funding.

Funding is provided as a non-repayable grant within the framework of project funding with co-financing and a maximum amount limitation. It is a competitive funding, where the amount of the grant is tied to specific cost categories and the current implementation period runs until the end of 2025.

Specific conditions apply to the application and project implementation. These include adherence to formal criteria during application, consideration of cooperation rules, exclusion of double funding, budget limitations regarding value-added tax, and compliance with comprehensive European and national regulations concerning communication, data protection, and cross-cutting principles.

The application process takes place via idea competitions and is subject to specific deadlines. Applications must be submitted in writing and as a PDF file to Investitionsbank Schleswig-Holstein, accompanied by necessary documents. Project selection is carried out by an expert jury based on a scoring model.

The funding measure is based on a specific guideline of the state of Schleswig-Holstein for the Labor Market Program 2021–2027 of the ESF Plus. This guideline and other supplementary documents define the legal framework and funding criteria that govern the entire implementation of the program.
