The program supports investments in the establishment and operation of gigabit-capable broadband infrastructures, both through viability gap funding for private operators and through the operator model by public entities. Additionally, the establishment and expansion of free Wi-Fi offerings in public spaces are funded.

Funding is provided as a non-repayable grant. Funding rates vary depending on the type of project and the applicant's role, with up to 100 percent of eligible expenses potentially being covered. There are also de minimis thresholds for the minimum funding amount.

Conditions and Requirements

To receive funding, applicants must meet a number of specific conditions, ranging from market exploration procedures to the use of existing infrastructures and compliance with access obligations.

Application Procedure

The application process is handled by Thüringer Aufbaubank using provided forms. The application must be submitted before the start of the project, and the granting authority is responsible for reviewing, disbursing, and accounting for the grant.

The funding guideline is based on the "Guideline of the Free State of Thuringia for the Promotion of the Expansion of Gigabit-Capable Broadband Infrastructures (Gigabit Guideline)" of August 3, 2023. It is supplemented by various budgetary regulations as well as European and national state aid regulations.
