Regional Development and Management of Demographic Change
The Free State of Thuringia supports measures for regional development and for coping with the consequences of demographic change. Who is funded?
This funding program of the Free State of Thuringia is aimed at a wide range of actors in the public and non-profit sectors who are dedicated to regional development and managing demographic change. Eligible entities include municipal bodies, special-purpose associations, clubs and foundations, as well as public enterprises whose projects are implemented in Thuringia and contribute to strengthening regional cooperation and equivalent living conditions.
What is funded?
The funding program supports a variety of investment and non-investment measures that serve regional development and the management of demographic change. This includes the development of concepts and strategies, feasibility studies, the implementation of regionally significant key projects and model projects that provide innovative contributions to public services. Eligible costs include material and personnel expenses, as well as expenses for construction, supply, and services, provided they are not rendered by the grant recipient themselves.
Type and Scope of Funding
Support is provided in the form of non-repayable grants to cover eligible expenses. The funding amount varies depending on the type of project, with a maximum of EUR 20,000 for projects under Part B and EUR 200,000 for model projects. The funding rate is generally up to 80 percent, for model projects up to 90 percent of eligible expenses, with a de minimis threshold of EUR 10,000 for most projects.
Conditions and Requirements
Funding is tied to various conditions, including ensuring overall financing and project commencement only after approval. Applicants must particularly observe the rules on de minimis aid. There are specific provisions for the earmarking of investments, adherence to accessibility requirements, and comprehensive reporting obligations.
Application Procedure
The application for the following year must be submitted to the Thuringian Ministry of Infrastructure and Agriculture by September 30 of the preceding year, both in paper and digital form. The decision on approval is made after technical and formal review by the Ministry and the competent approval authorities. After completion of the project, a proof of use must be submitted.
Legal Basis
The funding is based on the Funding Guideline of the Thuringian Ministry of Infrastructure and Agriculture, which sets out the detailed provisions for the granting of subsidies. This guideline is supplemented by general budgetary provisions of the State of Thuringia and European de minimis regulations.
