The Tourism Infrastructure Program (VwV TIP) of the state of Baden-Württemberg supports municipalities in the construction, renovation, and modernization of public tourism infrastructure facilities. The goal is to expand modern and future-oriented tourism infrastructure that contributes to the development of a market-oriented, sustainable overall offering. This program is characterized by its focus on sustainability and accessibility and offers grants for a variety of tourism construction projects.

Who is funded?

The Tourism Infrastructure Program is primarily aimed at municipalities and municipal associations in Baden-Württemberg that wish to make structural investments in public tourism infrastructure. It aims to strengthen tourist attractiveness and sustainability in the region and to support the development of rural areas.

What is funded?

Funding is provided for structural investments in public tourism infrastructure facilities in Baden-Württemberg that are significant for the tourist development of the municipalities. This includes a wide range of facilities, from tourist information centers to campsites and museum railways, with a focus on renovation, modernization, and new construction. Excluded are, among others, ongoing operating costs and certain infrastructures such as ski lifts or purely urban parks.

Type and Scope of Funding

Funding is provided as a non-repayable grant and covers a significant portion of the eligible costs, with funding rates varying depending on the type of project and applicant. Projects with low costs or a high proportion of commercially used areas receive specific, adapted funding rates. There is a minimum threshold for eligible costs and an upper limit for the maximum grant amount per project.

Conditions and Requirements

Successful funding depends on specific conditions and requirements, ranging from compliance with state aid regulations to detailed project criteria. Applicants must demonstrate the tourist relevance and sustainability of the project and ensure that no equivalent commercial alternatives exist. A usage commitment for the funded facilities is also stipulated.

Application Process

The application process begins with mandatory consultation and the submission of complete documents to the responsible Regional Administrative Authority by October 1st of the preceding year. A comprehensive review is carried out by various authorities before the Ministry decides on inclusion in the program and the Regional Administrative Authority issues the approval. The L-Bank is responsible for disbursement and accounting.

The legal basis of the Tourism Infrastructure Program is an administrative regulation of the Ministry of Economic Affairs Baden-Württemberg. This guideline defines the criteria and conditions for granting subsidies, relying on various state budgetary and administrative procedural laws as well as European state aid law. This ensures the legally compliant processing of the funding.
