Funding for Training Networks

Last updated: 14.6.2025
Grant

The State of Lower Saxony, with funds from the European Social Fund Plus (ESF+), supports projects by training networks that conduct cooperative vocational training in partnership with businesses. Eligible applicants can, under certain conditions, receive a non-repayable grant for education and counseling staff, remuneration, and a lump sum for remaining costs to strengthen the quality and accessibility of vocational training.

Who is Funded: Target Groups and Regional Focus

This funding program supports public and private legal entities, as well as commercial partnerships registered in the commercial register, that implement training networks in Lower Saxony in partnership with businesses. The aim is to improve access to dual and full-time vocational training, especially for applicants with special support needs or a migration background, and to strengthen the quality and potential of in-company training.

What is Funded: Project Content and Eligible Costs

The program supports the implementation of networked training in recognized vocational training occupations according to the Vocational Training Act, Crafts Code, Maritime Labour Act, or Nursing Professions Act. Specific expenses for education and counseling staff, remuneration, and a lump sum for remaining costs are funded. Projects already financed by other public programs are excluded from this funding.

Type and Scope of Funding

The funding is provided as a non-repayable grant and varies between 40% and 60% of eligible expenses, depending on the program area. Projects generally have a duration of 42 months. The amount of the grant and the possibility of co-financing through state funds are linked to regional needs and specific target groups.

Conditions and Requirements for Training Networks

To receive funding, applicants must demonstrate secured overall financing, describe the networked training model in detail, and meet specific quality criteria. Furthermore, the training content of the respective recognized vocational training occupations must be coverable within the network. Compliance with EU fundamental rights, equality, and sustainability is also mandatory.

Application Procedure: Step-by-Step to Funding

The application for funding for training networks must be submitted via the customer portal of the Investitions- und Förderbank Niedersachsen (NBank) before the start of the project. The granting authority provides all necessary information and forms online and decides on the grants within its discretion and available budget.

The funding program “Funding for Training Networks” is based on the Guidelines for the Granting of Subsidies for the Promotion of Training Networks (RL Ausbildungsverbünde) and is financed by funds from the European Social Fund Plus (ESF+) and the State of Lower Saxony. It is subject to various EU regulations and national administrative provisions.
