What is funded?

The program promotes investments in municipal infrastructure in three main areas: Municipal Road Construction, Public Local Transport (ÖPNV), and Cycling and Pedestrian Traffic. The funded measures include construction, expansion, and conversion projects, modernizations, and traffic-related measures to improve traffic conditions, noise and air pollution control, and the creation of accessibility. Certain measures for reconnecting habitats are also eligible for funding.

Type and Scope of Funding

The program grants subsidies, usually as fixed-amount financing, sometimes also as maximum-amount funding. The standard funding rate is a maximum of 50% of the eligible investment costs, supplemented by a lump sum for planning costs. For certain priority projects, such as accessibility or climate protection measures, the funding rate can be increased to up to 75%.

Conditions and Requirements

For funding, projects must meet certain legal, technical, and planning requirements, including inclusion in a state program, securing financing, and compliance with technical standards. Special conditions apply to the start of construction and the processing of funding.

Application Procedure

The application procedure includes registration for program inclusion, the actual application submission, and approval. There are specific deadlines and required documents, with responsibilities varying depending on the type and scope of the project. The review is technical and economic; there is no legal entitlement to funding.

The funding program is legally anchored by the Administrative Regulation of the Ministry of Transport for the Implementation of the State Municipal Transport Financing Law (VwV-LGVFG). It is based on further state-level legal provisions that regulate the granting and processing of subsidies.
