Who is funded?

The Brandenburg Urban Development Funding Guidelines support municipalities in Brandenburg with their urban development measures. The focus is on the preservation, renewal, and further development of urban and rural areas, as well as the remediation of urban deficiencies.

What is funded?

The program promotes a wide range of measures for urban renewal and development, from preliminary planning to construction and regulatory measures, and the creation and adaptation of infrastructure. The measures must follow an Integrated Urban Development Concept (INSEK) and serve to remedy urban deficiencies.

Type and Scope of Funding

Funding is provided in the form of grants and is generally based on the principle of one-third funding, with the federal government, state, and municipality each bearing one-third of the costs. Higher funding rates are possible in specific cases. Certain commitment periods are stipulated for funded construction measures.

Conditions and Requirements

To receive funding, municipalities must meet specific legal and planning requirements, including the submission of an Integrated Urban Development Concept and compliance with budgetary principles. Special regulations apply to third-party involvement and compliance with state aid rules.

Application Procedure

The application process begins with an annual statewide call for proposals. Municipalities submit their initial applications via the competent communal supervisory authority to the State Office for Construction and Transport (LBV), which reviews the applications and prepares program proposals. The Ministry of Infrastructure and State Planning makes the final decision on the state programs.

Funding is based on the Urban Development Funding Guidelines of the state of Brandenburg, which regulate the allocation of state and federal grants. It is embedded in overarching administrative and budgetary provisions and the Building Code.
