Urban Renewal and Development Measures (Urban Development Promotion Guidelines – StBauFR)
The state of Baden-Württemberg, together with the federal government, supports municipalities in implementing urban renewal and development measures. The goal is the sustainable strengthening of urban and town centers and the remediation of urban deficiencies. Municipalities and, under certain conditions, private owners or investors are eligible to apply.
Who is funded?
This funding program is primarily aimed at municipalities, special purpose and planning associations in Baden-Württemberg for the implementation of urban renewal and development measures. Under certain conditions, owners and investors of eligible projects within the cities or municipalities included in the program can also receive a grant. The aim is to remedy urban deficiencies, strengthen inner-city development, and sustainably design livable neighborhoods.
What is funded?
The program supports comprehensive urban renewal and development measures aimed at remedying deficiencies and improving the functional and aesthetic quality of urban and town centers. This includes a broad spectrum from the preparation and development of concepts to specific organizational and construction measures that address, among other things, infrastructure, housing, building renovation, and ecological aspects.
Type and Scope of Funding
Funding is granted as a subsidy and is provided as co-financing for municipalities. The funding rate is a maximum of 60 percent of the defined funding framework. There are specific funding ceilings for individual measures such as the creation of public parking spaces or new housing construction.
Conditions and Requirements
Essential conditions for funding include the inclusion of the urban measure in a funding program and the formal designation of the renewal area, supplemented by an area-specific integrated urban development concept. Specific deadlines and documentation obligations must be observed for the application and implementation. Special rules apply to the awarding of contracts, the use of funding, and any relocation costs that may arise, which may be subject to the de minimis regulation.
Application Procedure
The application procedure takes place within the framework of annual tender rounds and requires digital submission via the competent regional council to the Ministry of State Development and Housing Baden-Württemberg. Applications are thoroughly reviewed, and the final decision on program admission is made by the Ministry.

The funding program is based on the administrative regulation of the Ministry of Economic Affairs on the promotion of urban renewal and development measures (Urban Development Promotion Guidelines – StBauFR). This guideline is supplemented by further state and federal legal bases that form the framework for program implementation and the administration of grants.
