Reimbursement of Costs for the Operation of Vaccination Centers and Mobile Teams (Vaccination Centers Cost Reimbursement Guideline – ImpfKErstR)

This guideline targets district administrative authorities in Bavaria, namely independent cities and district administrative offices. The aim is to reimburse them for the costs of establishing, operating, and dismantling vaccination centers and mobile teams as part of Bavaria's fight against the Corona pandemic.

All necessary and appropriate costs related to the establishment, operation, and winding-up of vaccination centers and mobile teams, as well as any incurred follow-up costs, are eligible for funding. This includes a wide range of expenses from rents to personnel, consumables, and IT services. However, certain costs are explicitly excluded from reimbursement.

Funding is provided as cost reimbursement for necessary and appropriate expenses. There are no fixed maximum amounts; instead, actually incurred, eligible costs are covered. The guideline specifies clear periods for which costs can be claimed.

To claim cost reimbursement, applicants must meet specific conditions, including adherence to timeframes, the necessity and appropriateness of costs, and the exclusion of dual reimbursements. Furthermore, clear regulations are defined for the use and disposal of acquired fixed assets.

The application procedure differs for independent cities and district administrative offices. Independent cities submit applications to the competent government authority, while district administrative offices book expenditures directly through the Integrated Budget Procedure. Clear deadlines are set for submitting applications and recording expenditures.

The basis for this funding program is the Vaccination Centers Cost Reimbursement Guideline (ImpfKErstR) of the Bavarian State Ministry of Health and Care. This guideline regulates the reimbursement of costs within the framework of the Bavarian vaccination concept for combating the Corona pandemic.
