Voluntary Municipal Heat Planning

Last updated: 14.6.2025
Grant

The state of Baden-Württemberg supports municipalities in creating voluntary municipal heat plans to achieve a climate-neutral heat supply. The aim is to reduce final energy demand and enable strategic decisions for a sustainable heat supply, particularly by supporting municipalities not legally obliged to conduct heat planning.

Who is funded

The funding program supports municipalities and municipal associations in Baden-Württemberg that voluntarily wish to create a municipal heat plan to achieve a climate-neutral heat supply. This particularly applies to municipalities not legally obliged to conduct heat planning.

What is funded

Funding is provided for the voluntary creation of concepts for a climate-neutral heat supply in municipalities. The funding aims to commission external service providers to develop comprehensive municipal heat plans that meet the requirements of the Baden-Württemberg Climate Protection Act.

Type and Scope of Funding

Funding is provided as a non-repayable grant. The grant amount is up to 80 percent of the eligible costs, with the maximum funding amount depending on the municipality's population and the convoy's composition. The program runs until December 31, 2025.

Conditions and Requirements

Specific legal and administrative conditions apply to the application and implementation of the funding program. These include rules for project commencement, cumulation with other funding programs, publication obligations, and requirements for consortia and budget planning.

Application Procedure

The application for funding must be submitted directly to the responsible project management agency before the project begins. The decision on approval lies within the dutiful discretion of the Ministry, and there is no legal entitlement to the funding.

The funding of municipal heat planning is based on a specific administrative regulation of the Ministry of Environment, Climate and Energy Sector Baden-Württemberg, which is in accordance with the provisions of the State Budget Code and the State Climate Protection Act.
