Measures for the Labor Market from the Labor Market Fund (AMF)
The Free State of Bavaria supported measures for the qualification and employment promotion of unemployed and those threatened by unemployment through the Labor Market Fund (AMF). The focus was on developing innovative instruments and supporting young people, women, and people with disabilities in their integration into the labor market. Who is Funded
The program “Measures for the Labor Market from the Labor Market Fund (AMF)” targeted legal entities and municipalities in Bavaria. The goal was the qualification and employment promotion of unemployed and those threatened by unemployment, especially long-term unemployed, young people, women, people with disabilities, and migrants. The measures were primarily to be carried out in Bavaria's priority regions, with projects for people with disabilities being possible statewide.
What is Funded
Innovative measures and projects for qualification and employment promotion in various priority areas, which were intended to promote the transition into the primary labor market, were funded. These included the development of new instruments, projects for young people to achieve vocational qualifications, the deployment of training acquisition agents, and measures to improve the chances of women and people with disabilities. Project-related personnel and material expenses were eligible, while living allowances and structural investments were excluded.
Type and Scope of Funding
Funding was provided as a non-repayable grant within the framework of project funding through co-financing. The grant was generally limited to a maximum of three years and was degressively staggered from the second project year, with up to 90% funding possible for training acquisition agents throughout the entire duration. Own funds amounting to at least 10% of the eligible expenses were always required.
Conditions and Requirements
Specific conditions had to be met for the application and implementation of the projects. These included the involvement of regionally responsible employment agencies and job centers, as well as the implementation of measures in priority regions. Projects had to be new and innovative and aim for alternative continuation after project end. There were also regulations on multiple funding and special requirements for projects with training acquisition agents.
Application Procedure
Applications had to be submitted annually within the framework of call rounds to the Bavarian State Ministry for Family, Labor and Social Affairs, preferably electronically and using specific forms. The selection process was carried out by the AMF working group, which evaluated the projects based on the applications and statements. After positive selection, the approving authority issued a decision.

The funding program was based on the “Guideline for the Promotion of Measures for the Labor Market from the Labor Market Fund (AMF)”. In addition, the general budgetary provisions of the Free State of Bavaria applied, including the General Ancillary Provisions for Grants for Project Funding (ANBest-P/K).
