Village Renewal Guidelines (DorfR)

The Village Renewal Guidelines (DorfR) funding program targets a wide range of actors in Bavaria's rural areas, from citizen communities to municipalities, companies, and individuals. It aims to sustainably improve the quality of life and infrastructure in rural areas and prepare them for future challenges.

The Village Renewal Guidelines promote a variety of projects and measures aimed at the comprehensive development of rural communities. This includes both preparatory and planning activities as well as concrete communal, public, and private projects in various sectors that contribute to improving the quality of life and infrastructure.

Funding under the Village Renewal Guidelines is generally provided as a grant for projects. The amount of the grant is limited by percentage and varies depending on the type of measure and recipient, with certain minimum funding requirements to be observed. The program is limited until the end of 2026.

To avail of the funding, applicants must meet certain conditions relating to the procedure, project implementation, and compliance with budgetary regulations. These include early citizen involvement, coordination with higher-level plans, and adherence to deadlines and formal requirements.

The application process for village renewal begins with a written application from the municipality to the Office for Rural Development (ALE). The selection of projects is made in consultation with the municipalities and taking into account various criteria. The approval of grants is the responsibility of the ALE.

The Village Renewal Guidelines have been issued on the basis of the Bavarian Implementing Act for the Land Consolidation Act and are supplemented by further budgetary and programmatic provisions of the Free State of Bavaria and the Federal Government. They form the legal framework for granting the subsidies.
