Establishment of Counseling Centers for Volunteer Refugee Aid

This funding program of the state of Schleswig-Holstein is aimed at municipalities, as well as associations and organizations dedicated to volunteer refugee aid. The goal is to strengthen and professionalize voluntary commitment to the integration of refugees and displaced persons in Schleswig-Holstein through the establishment and expansion of counseling centers.

The program promotes measures for the establishment, continuation, and expansion of counseling centers for volunteer refugee aid. This includes covering personnel and material expenses and aims at strengthening social services and non-profit initiatives.

The grant is provided as a non-repayable subsidy for the full financing of personnel and material expenses. The funding amount is limited per full-time position, with the possibility of also applying for material resources. The program is limited until the end of 2027 but allows for follow-up applications.

Certain professional and administrative requirements must be met for funding. These include staff qualification, cooperation with the responsible ministry, and compliance with reporting and documentation obligations.

The application procedure is designed for transparency and traceability, with applications to be submitted directly to the responsible ministry. The decision on approval lies with the discretion of the authority and is made within the framework of available budget funds.

The funding program is based on a specific guideline of the state of Schleswig-Holstein and is supplemented by general administrative regulations of the State Budget Code and relevant provisions of the State Administrative Act.
