Grants from the State of Mecklenburg-Vorpommern for Housing Market Stabilization through Demolition in Spatially Defined Funding Areas (Demolition Guideline – Growth and Sustainable Renewal – RückbauRL M-V)

This funding program is aimed at municipalities in Mecklenburg-Vorpommern that pass on grants to natural and legal persons as owners or leaseholders of building plots in designated funding areas. The goal is to stabilize the housing market by demolishing vacant apartments in specific geographical areas.

Specific demolition measures to eliminate housing vacancies are funded. This includes clearing, the actual demolition, and simple preparation of the plot. The measures must take place in designated funding areas and correspond to specific urban development and housing objectives.

The program provides grants in the form of fixed-amount financing. The amount of the grant is limited per square meter of demolished residential area, with no municipal own contribution required. The financing consists of federal and state funds.

Certain conditions must be met for funding, including the designation of a funding area by the municipality and the existence of an urban development concept. Regulations regarding the crediting of sales proceeds and the transfer of obligations upon change of ownership are also important.

The application procedure takes place in two steps: Owners of building plots submit their application for inclusion in the overall measure to the responsible municipality. The municipalities, in turn, submit their applications for the overall measure annually by January 15 to the Landesförderinstitut Mecklenburg-Vorpommern. Approval is granted at the discretion of the authority and within the framework of available budget funds.
