Special Program for Granting Subsidies for the Renovation of Housing for Disadvantaged Households

This special program by the state of Mecklenburg-Vorpommern targets owners of rental or cooperative apartments who wish to renovate vacant properties. The goal is to provide permanently usable living space for disadvantaged households seeking housing within Mecklenburg-Vorpommern, including asylum and protection seekers.

Funding is provided for targeted renovation measures on vacant rental and cooperative apartments that make them permanently usable for residential purposes. The measures must meet technical and economic criteria, with adherence to DIN standards and monument protection also being observed. Projects that have already begun before approval are excluded.

This special program offers non-repayable grant funding as project funding. The amount of the grant can be up to 50 percent of the eligible expenses, but is capped at a maximum of €5,000 per apartment. A processing fee of 1.5 percent of the approved grant amount will be withheld upon disbursement.

Applicants must meet certain requirements, including confirmation of housing need by the municipality and adherence to technical standards. The funded apartments are subject to a three-year earmarking period under specified rental conditions. A processing fee is due, and repeat funding for the same renovation measures is not possible. Additionally, authorities have the right to conduct audits.

The application for funding must be submitted in writing to the State Funding Institute Mecklenburg-Vorpommern, with complete documentation being crucial for timely processing. After completion of the renovation measures, proof of use of funds must be provided.

This special program is based on an administrative regulation of the state of Mecklenburg-Vorpommern and is supported by other state-specific legal provisions such as the State Budget Ordinance and the State Administrative Procedure Act. Approval is discretionary and subject to available budgetary funds.
