Support for the Local Energy Transition through the Promotion of Regional Model Projects in Saarland (EVO)

The program for supporting the local energy transition (EVO) targeted companies, cities, municipalities, districts, and municipal institutions in Saarland that wanted to implement innovative projects for energy efficiency and climate protection. The goal was to support local actors in reducing emissions and achieving climate protection targets.

Under the EVO guideline, innovative and investment projects with a model character that contributed to climate protection and energy efficiency were funded. This included a range of measures to reduce energy demand and improve environmental compatibility. There were clear rules regarding eligible and ineligible costs.

Funding was provided as a grant in the form of project funding, which could cover up to 80% of eligible costs, but a maximum of EUR 60,000 per project. Grant rates varied depending on the applicant, and the duration was time-limited.

Funding was tied to specific conditions, including application before project start, compliance with legal minimum standards, and the earmarking of funded installations. Special regulations applied to aid under EU law, particularly the De minimis Regulation and the General Block Exemption Regulation.

Applications had to be submitted in writing to the responsible Saarland ministry. The application had to include comprehensive project information, economic viability calculations, and cost estimates. The granting authority decided on the allocation of funds at its dutiful discretion and within the framework of available budget funds.

The funding was based on the guideline for supporting the local energy transition (EVO) of May 15, 2019, supplemented by the Saarland State Budget Code and European aid regulations. These bases regulated the purpose, subject, and processing of the grants.
