Integration Directive
The Thuringia Integration Directive, funded by the European Social Fund Plus (ESF+), supports measures for social participation and vocational integration. The program aims to integrate disadvantaged unemployed individuals and inmates into the labour market or help them overcome their problems through vocationally-oriented preparation, qualification, and support.
Who is Funded
The funding program targets legal entities and partnerships in Thuringia that offer measures for vocational integration and social participation for unemployed individuals and low-skilled inmates. The goal is to improve the employability and active inclusion of these groups in the Free State of Thuringia.
What is Funded
Funding is provided for integration projects for vocationally-oriented preparation and support, participation projects for overcoming multiple problems, vocational qualification for inmates, as well as accompanying and support projects. The measures cover various stages of development, from preparation to integration, with full funding of eligible expenses provided.
Type and Scope of Funding
The program offers non-repayable grants from the European Social Fund Plus and the Free State of Thuringia. Funding is provided as full funding of eligible expenses, which are measured by flat rates and standardised unit costs depending on the project type. The amount of the grant can be up to 100 percent.
Conditions and Requirements
The grant is tied to specific implementation and target group conditions, requires cooperation agreements, and the assignment of participants by Job Centres or correctional facilities. Detailed requirements apply to pedagogical staff and adherence to staffing ratios, as well as comprehensive regulations on eligible costs and their proof.
Application Procedure
The application procedure is two-stage, starting with a concept selection procedure for integration, participation, and inmate projects. Subsequently, the formal application must be submitted via the online portal of the Thuringian State Administration Office (GFAW) at least 12 weeks before the planned project start.
Legal Basis
The Thuringia Integration Directive is based on the Directive on the Granting of Subsidies from the European Social Fund Plus and the Free State of Thuringia. It is legally underpinned by the Thuringian State Budget Code and the relevant EU regulations for the ESF+ covering the 2021 to 2027 funding period and considering cross-cutting principles.
