Last updated: 14.6.2025

The "Activation Policy" of the State of Thuringia promotes measures to increase employability and social integration for disadvantaged youth, young adults, and long-term unemployed individuals with parental responsibilities. Supported by the European Social Fund Plus (ESF+), the program aims to explore new avenues of poverty prevention and improve social participation. It is characterized by a combination of individual support, practice-oriented measures, and innovative model projects.

Who is funded?

This funding program is aimed at legal entities and partnerships in Thuringia, as well as specific providers of public youth and adult education. The measures must be carried out in Thuringia and aim to improve the social and professional integration of disadvantaged young people, young adults, and long-term unemployed individuals with parental responsibilities.

What is funded?

The program promotes various practice-oriented measures for social and professional integration, including outreach socio-pedagogical support, competency development measures, educational counseling, and innovative model projects. The funding focuses on improving training and employment readiness, as well as poverty prevention.

Type and Scope of Funding

Funding is provided as a non-repayable grant, primarily through the European Social Fund Plus (ESF+). The funding amount is up to 60% of total eligible expenses, with the possibility of additional co-financing from state funds. The program is limited until the end of 2028.

Conditions and Requirements

Specific conditions apply to the application and project implementation, including ensuring the overall financing of the project, compliance with participant age limits, and the necessity of comprehensive concepts. The program provides for a supervision ratio for personnel and regulates the remuneration of skilled workers.

Application Procedure

The application procedure varies depending on the funding subject: for integration measures, a concept selection process precedes, while for educational counseling and model projects, a direct application is required at least eight weeks before the start of the measure. Approval is granted by the GFAW.

The Activation Policy is the primary legal basis for this funding program, supported by comprehensive European and national regulations. It defines the framework for promoting social integration and poverty reduction using ESF+ funds in Thuringia.
