The program covers the entire European Union. Additionally, eligible non-EU countries include third countries associated to the SME Pillar of the Single Market Programme (SMP) and third countries with ongoing negotiations for an SMP Association Agreement (e.g., Iceland, Liechtenstein, Norway, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Turkey), provided the agreement enters into force before grant signature. Projects must include at least one partner from a less developed region of an EU Member State. Financial support to SMEs must target a broad EU dimension, with at least 10% of supported SMEs from EU regions different from the Eurocluster partners' countries, focusing on EU-13 countries and regions with no prior cooperation.
