Who is funded

Financial aid from the Free State of Bavaria is aimed at natural persons, private households, businesses of various sizes and sectors (including agriculture and forestry), as well as associations and social institutions that have, through no fault of their own, fallen into an existential emergency due to natural disasters. The funding is limited to the Free State of Bavaria.

The program supports the remediation of severe damages caused by natural disasters, particularly to private buildings, household contents, business assets, and facilities of associations. It covers necessary and urgent expenses for restoration and functionality.

Type and Scope of Funding

Funding is provided as emergency aid (non-repayable grant) or state guarantee, depending on the individual financial situation of the affected party. The amount of the grant depends on the damage incurred and the applicant's financial capacity, with overcompensation being avoided.

Conditions and Requirements

For funding, an uncaused, existential emergency due to a natural disaster in Bavaria is required, with own resources and other aid to be used primarily. Official damage assessment is generally necessary. Special state aid and budgetary regulations also apply.

Application Procedure

The application for financial aid must be submitted in writing or electronically on the official form to the competent authority. Processing is handled as an urgent matter to ensure quick processing. Premature commencement of measures for damage remediation is generally approved.

The financial aid is based on the Guidelines for a Hardship Fund for the Provision of Financial Aid in Emergencies Caused by Natural Disasters (Hardship Fund Guidelines – HFR) of the Bavarian State Ministry of Finance and for Homeland. It integrates budgetary provisions as well as federal and European legal requirements.

The amount of financial aid is determined by the granting authority at its discretion, taking into account the applicant's individual financial capacity and the extent of the damage. It is based on the necessary eligible expenses for damage remediation. For the replacement of household contents, flat-rate payments of up to €20,000 for single-person households, an additional €10,000 for spouses/life partners, and another €5,000 per additional person in the household can be granted.
