Funding for Parent-Child Centers (EKiZ)

The funding is aimed at operators of Hamburg childcare facilities that run Parent-Child Centers (EKiZ) at locations selected by the Social Authority. The EKiZ services are specifically intended to reach and support disadvantaged families with young children.

The establishment, operation, and initial equipment of Parent-Child Centers (EKiZ) in Hamburg are funded. The centers must provide specific pedagogical and social services for families and meet certain spatial and staffing requirements.

Funding is provided as a non-repayable grant and varies depending on the funding level, based on the utilization of the EKiZ. Personnel weekly hours and lump sums for material costs are provided, as well as one-time start-up financing.

For funding, childcare facilities must meet specific requirements regarding location, opening hours, qualified staff, services offered, and premises. Proper management and strict separation of daycare and EKiZ premises are mandatory.

The application for funding must be submitted to the Social Authority at least five months before the start of the measure. The selection process for new locations is carried out through a needs assessment by the Social Authority, which leads to an expression of interest procedure.

The funding program is based on the funding guideline of the Ministry of Labor, Health, Social Affairs, Family and Integration for the promotion of Hamburg Parent-Child Centers, which in turn is based on a communication from the Senate to the Hamburg Parliament.
