Construction and Modernization of Inter-Company Vocational Training Centers (ÜBS)
The state of Baden-Württemberg promotes investments in inter-company vocational training centers (ÜBS) to strengthen the training capacity of SMEs and the continuing education offerings. The program supports initial equipment, modernization, land acquisition, as well as the construction and expansion of buildings. Eligible applicants include public legal entities, non-profit organizations, and self-help institutions of the economy.

The program supports investments in inter-company vocational training infrastructure, including the establishment, modernization, and equipping of training centers. Building maintenance or repair measures, as well as consumables, are not funded.
Type and Extent of Funding
Support is provided in the form of a grant, covering up to 25% of eligible expenses. The de minimis threshold is 50,000 Euros, and a self-contribution of at least 30% is required.
Conditions and Requirements
Applicants must meet various conditions, including ensuring the utilization of the facility and securing the financing of ongoing costs. The funding is also subject to the EU's General Block Exemption Regulation (GBER), unless it falls within the scope of the state's training mandate.
Application Procedure
The application for funding must be submitted in writing to the competent ministry in Baden-Württemberg, well in advance of the planned start of the measure. Approval is granted at dutiful discretion and subject to the availability of budgetary funds.
Legal Basis
The legal basis of the funding program is formed by the implementing provisions of the Ministry of Economic Affairs, Labour and Housing for the granting of subsidies for inter-company vocational training centers (ÜBS) as amended on January 1, 2017. Additionally, the Small and Medium-sized Enterprises Promotion Act (MFG), the State Budget Code (LHO), and the EU's General Block Exemption Regulation (GBER) apply.
