What is funded?

The ISB consortium loan finances investments, working capital, and guarantee facilities. In particular, employment-intensive, innovative projects, digitalization projects, and measures for creating contemporary living space are supported.

Type and Scope of Financing

The program offers consortium loans as debt, with ISB taking over a maximum of 50 percent of the total loan amount, and its participation share may not be higher than that of the other consortium partner. Loan terms vary depending on the project, from up to 10 years for general loans, up to 20 years for construction measures, and up to 25 years for the creation of living space.

Conditions and Requirements

ISB's participation always occurs in a consortium with at least one other partner, with ISB not assuming consortium leadership. A prerequisite is a positive creditworthiness and risk analysis that justifies the loan granting, and the borrower's rating may not exceed an average 1-year default probability of 2.00 percent.

Application Procedure

Applications for the consortium loan are to be submitted informally by the participating banks directly to the Investment and Structure Bank Rhineland-Palatinate (ISB). The ISB can also participate in promissory note tenders for eligible companies.

The legal basis for the consortium loan program is the "Consortium Loan Guideline" of the Investment and Structure Bank Rhineland-Palatinate, which was updated in December 2022. This guideline defines the ISB's terms of participation in loan consortia and promissory note issuances for financing projects in Rhineland-Palatinate.
