Promotion of Land Consolidation and Rural Development – Integrated Rural Development (FördR ILE)
The state of Baden-Württemberg supports measures for the development of rural areas and the reorganization of rural land ownership through the Förder-ILE program. Funding is provided as a grant, with the funding amount ranging from 35% to a maximum of 85% of the eligible expenses. Specific supplementary rates are provided for certain projects and depend on the average hectare rate.

Funding is subject to specific conditions, including the determination or approval of projects in land consolidation plans, the documentation of positive environmental effects, and the implementation of investment measures in smaller localities. Coordination with regional planning and the involvement of the population are central to concepts and regional management.
Application Procedure
The application process varies depending on the funding measure. For most measures, applications are submitted via the lower land consolidation authority to the State Office for Geoinformation and Rural Development. Regional budgets are to be addressed directly to the Regional Council.
Legal Basis
The funding is based on the administrative regulation of the Ministry of Rural Affairs for the Promotion of Land Consolidation and Rural Development (VwV Förder-ILE) from 2019, which defines the legal framework and objectives. Additionally, further state and EU regulations apply, particularly regarding the budget ordinance and de minimis aid.
