LEADER Guideline
The LEADER Guideline of the state of Lower Saxony, together with Bremen and Hamburg and supported by the EAFRD fund, promotes the implementation of regional development strategies in rural areas. The program supports projects for sustainable development, cooperations, and the running costs of Local Action Groups to strengthen local quality of life and economic power.
Who is Funded
The LEADER Guideline targets actors who implement regional development strategies in the rural areas of Lower Saxony, Bremen, and Hamburg. The goal is balanced regional development through the implementation of Regional Development Concepts (REK).
What is Funded
The funding under the LEADER Guideline covers a wide range of projects that contribute to the implementation of regional development concepts. This includes projects for the development of local infrastructure and basic services, as well as cooperation projects. However, certain ongoing costs and municipal mandatory tasks are excluded.
Type and Scope of Funding
The LEADER Guideline grants non-repayable subsidies for project funding, with funding rates of up to 90% of eligible expenses. The amount of the grant per project is limited, and own contributions can also be credited.
Conditions and Requirements
To avail of LEADER funding, applicants must meet various requirements, including a positive resolution from the LAG and compliance with public procurement regulations. Specific aid rules such as the De minimis Regulation must be observed.
Application Procedure
The application process for LEADER funding is clearly structured and requires the early submission of a specific application form to the competent Office for Regional State Development. The selection of projects is made by the decision-making body of the Local Action Groups.
Legal Basis
The LEADER Guideline is regulated by a specific state guideline and relies on a variety of European and national regulations. This legal basis ensures the conformity of the funding program with EU state aid rules and German budget regulations.
