Grant

This funding program from the State of Lower Saxony supports youth welfare providers in offering outpatient socio-pedagogical services for young offenders. It aims to promote the social integration and legal rehabilitation of young people and to avoid the imposition of juvenile sentences. Grants are primarily provided for personnel and fee costs.

Who is funded

This funding program targets public and independent youth welfare providers in Lower Saxony who offer outpatient socio-pedagogical services for young offenders. The goal is to enable these young people to act in a socially responsible manner, make amends, and resolve conflicts, thereby promoting their future legal rehabilitation and social integration.

What is funded

The program supports outpatient socio-pedagogical services for young offenders, particularly in the areas of social group work, training courses, individual support, and victim-offender mediation. Funding primarily focuses on personnel expenses and fees for qualified specialized staff.

Type and Extent of Funding

The grant is provided as a non-repayable subsidy within the framework of project funding with co-financing. The amount of funding is determined by the eligible personnel and fee expenses, as well as the number of suspected offenders in the respective youth welfare office districts. The funding must be applied for annually and runs until the end of 2025.

Conditions and Requirements

Specific conditions apply to funding regarding staff qualifications, caseloads, documentation, and cooperation with other parties involved in juvenile criminal proceedings. Additionally, general principles such as equality and consideration of specific life circumstances of young people must be observed. There are no specific consortium conditions, but collaborations are possible.

Application Procedure

The application for a grant must be submitted annually by November 15 of the preceding year for the respective fiscal year. Applications from independent youth welfare providers must be submitted through the youth welfare office. Approval is granted at the discretion of the granting authority within the framework of available budget funds.

The funding program is based on the Guideline on the Granting of Subsidies for the Promotion of Outpatient Socio-Pedagogical Services in Youth Welfare for Young Offenders, issued by several ministries. It also integrates provisions from the Social Code and the State Budget Ordinance.
