Investments for Public Local Transport in the State of Brandenburg (RiLi ÖPNV-Invest)

The State of Brandenburg supports investments in public local transport (ÖPNV) and the associated infrastructure with this program. The aim is to improve traffic conditions throughout the state of Brandenburg, taking into account accessibility and intermodal mobility needs. Eligible applicants include, in particular, municipal actors and transport companies.

Investments in public local transport (ÖPNV) infrastructure and associated planning services are funded. Replacement investments as independent projects and the maintenance of facilities are excluded.

Funding is provided as project funding in the form of grants, conditionally repayable subsidies, or interest-free loans. The funding amount varies depending on the type of measure and can amount to up to 100% of the eligible expenses. A co-payment is generally required.

Specific conditions apply to funding regarding the quality and orientation of the project, ensuring self-financing, and compliance with public procurement law. Consideration of accessibility and demographic change is also crucial.

The application process includes the inclusion of projects in medium-term and annual public local transport (ÖPNV) programs, the submission of applications to the State Office for Construction and Transport (LBV), and a subsequent review. The disbursement of funds takes place after the submission of corresponding proof.

The funding program is based on the directive of the Ministry of Infrastructure and State Planning and is underpinned by various state and federal laws as well as administrative agreements. The relevant texts are accessible to the public.
