Funding for Road and Bridge Construction Projects of Municipal Road Authorities (RL KStB)

This funding program of the Free State of Saxony is aimed at municipal road authorities and associations in Saxony. It seeks to improve the quality of traffic infrastructure, particularly roads, bridges, and cycling facilities, and to support sustainable mobility in the Free State. Aspects of accessibility and flood protection are also taken into account.

The program supports a wide range of measures to improve transport infrastructure, especially new construction, conversion, expansion, and maintenance of roads, bridges, and cycling facilities. The creation of cycling concepts and wayfinding systems is also eligible for funding. Pure development measures or repeated measures within ongoing commitment periods are not funded.

Funding is provided as a grant and covers between 50 and 100 percent of eligible costs, depending on the specific funding item. Minimum funding amounts are set for various categories of measures to ensure the relevance of the projects.

Eligibility for funding is tied to specific conditions, including the project's necessity for improving traffic conditions and compliance with technical standards and spatial planning objectives. Special attention is given to accessibility and flood protection. For measures involving multiple parties, one representative can submit the application. An increase in funding is only possible under certain circumstances.

Applications for funding must be submitted to the Saxon State Office for Road Construction and Transport before the planned start of construction. For municipalities affiliated with a district, this is done via the responsible district administrative office. The procedure includes a technical construction review or plausibility check, as well as a final application review by the approving authority, which also makes the funding decision.

The funding is based on the Guideline of the Saxon State Ministry for Economic Affairs, Labor and Transport for the Promotion of Road and Bridge Construction Projects of Municipal Road Authorities (FRL KStB) from May 11, 2023. In addition, the Saxon Budget Code and its administrative regulations are authoritative for the grants.
