The goal is to replace the on-board power supply of commercial vessels during their layovers with shore-side power from renewable energies, thereby reducing emissions. Who is Funded

Funding is aimed at project sponsors for shore power systems in commercial ports in Schleswig-Holstein, particularly municipalities, municipal associations, and, under certain conditions, legal entities with a profit-making objective. The program aims to reduce shipping emissions during layovers by using shore power from renewable energies, thereby supporting climate protection and air purity.

What is Funded

The program promotes the new construction and expansion of shore power systems in commercial ports in Schleswig-Holstein. Primarily, construction costs, ancillary construction costs, and permit fees are supported. Projects with insufficient expenses, as well as certain administrative or land costs, are not funded.

Type and Extent of Funding

Funding is provided as a non-repayable grant within the scope of project funding. The grant amounts to up to 70% of the eligible costs, and in exceptional cases, up to 85%. Projects for sea vessels must have at least 1 million Euros in eligible expenses, and for inland vessels, at least 100,000 Euros. The funding is tied to its purpose for 15 years.

Conditions and Requirements

Various conditions must be met for funding, including the use of renewable energies, compliance with technical standards, and demonstrating measurable emission reductions. The system must serve commercial shipping and show high utilization potential. Cumulation with other funding is permitted, provided the maximum rates are observed.

Application Procedure

Applications must be submitted to the Ministry of Economic Affairs, Transport, Labor, Technology and Tourism, Department for Ports and Shipping in Kiel, before the start of the measures. Detailed documents must be enclosed with the application, including technical preliminary and draft plans, as well as comprehensive information on the project and its costs. Approval is granted at the discretion of the authority and within the framework of available budget funds.

The funding program is based on the "Guidelines for the Granting of Subsidies for the Promotion of the Construction of Shore Power Systems in Commercial Ports in Schleswig-Holstein" of April 14, 2021, which was amended on May 3, 2023. It is supplemented by the administrative regulations on the State Budget Code and the EU General Block Exemption Regulation.
