A prerequisite is that the training places are exclusively available to Hamburg youth and young adults who have had their primary residence in Hamburg for at least one year and could not find a training place despite intensive efforts.

Specific conditions apply to funding regarding eligibility, implementation of measures, proof of use, and compliance with data protection regulations. Double funding from other public sources is excluded.

Application Procedure: Process and Selection

The application procedure takes place annually by February 1st at the Authority for School and Vocational Education and Training. The selection of applications is based on an economic efficiency analysis and a ranking that considers criteria such as concept, labor market relevance, and economic viability. The allocation of training places is carried out in close cooperation with the Hamburg Youth Employment Agency.

The funding program is based on the Guideline for the Promotion of Vocational Training for Disadvantaged Youth within the Hamburg Training Program (HAP) and Youth Employment Assistance (JBH) from June 22, 2018. This guideline sets the conditions and objectives of the funding and is valid until December 31, 2030.
