Who is Funded

The program "YOUTH STRENGTHENED: Bridges to Self-Reliance" primarily targets local public youth welfare providers throughout Germany. The goal is to support young people between 14 and 26 years of age who need assistance transitioning to an independent life or who are at risk of or affected by homelessness. This includes both so-called care leavers and disengaged individuals who have fallen out of institutional contexts.

What is Funded

The program supports municipalities in conceiving and implementing needs-based projects for young people who require assistance transitioning to self-reliance. Funded initiatives encompass four methodological components: outreach youth social work, low-threshold counseling/clearing, case management, and the testing of new housing forms including socio-pedagogical support. The funding covers personnel and remaining costs within these project activities.

Type and Scope of Funding

The program "YOUTH STRENGTHENED: Bridges to Self-Reliance" provides funds from the European Social Fund Plus (ESF Plus) as a non-repayable grant. Funding is provided as co-financing, with funding rates varying by region. The maximum funding amounts per applicant are staggered annually and cover a period until the end of 2028.

Conditions and Requirements

Specific legal and organizational conditions apply for participation in the "YOUTH STRENGTHENED: Bridges to Self-Reliance" program. Project commencement must be after the application submission, although an early start is possible under certain conditions. When forwarding funds to third parties, clear responsibilities and adequate self-contribution from partners must be ensured. The financing plan must detail the planned expenses and their funding sources, including own contribution and third-party funds.

Application Procedure

The application process for "YOUTH STRENGTHENED: Bridges to Self-Reliance" is two-stage and generally takes place electronically via the Z-EU-S funding portal. First, an expression of interest must be submitted. After successful review and approval, the actual application process follows. Approval is granted on a first-come, first-served basis within the limits of available funds.

The funding program "YOUTH STRENGTHENED: Bridges to Self-Reliance" is authorized by the funding guideline of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth.
