The program supports the replacement of electric space heating and hot water preparation systems with modern central building heating systems. Systems operated with renewable energies, district heating/remote heating, or gas are funded. Oil heating systems and projects that started before approval are excluded.

Type and Extent of Funding

The funding is provided as a non-repayable grant in the form of co-financing. The funding amount varies depending on the building type (single-family, two-family, or multi-family house) and the type of new heating system, with specific maximum amounts per project or residential unit. Additional grants are possible for the disposal of asbestos-containing night storage heaters.

Conditions and Requirements

For funding, applicants must meet certain legal and technical requirements, including the location of the building in the State of Bremen and the replacement of electric hot water preparation. Specific rules apply to the start of the project and the type of the new heating system.

Application Process

The application process is regulated by the approving authority in implementation provisions. Applications are to be submitted to swb Vertrieb Bremen GmbH (for Bremen) or swb Vertrieb Bremerhaven GmbH & Co. KG (for Bremerhaven). There is no legal entitlement to funding; the decision is at the discretion of the approving authority.

The legal basis of the funding program is the Funding Guideline "Replacement of Electric Heating Systems" according to § 8 BremEG of April 27, 1995, in the version of the amendment of October 28, 2010. This guideline is based on the Bremen Climate Protection and Energy Act and defines the funding purpose, funding requirements, and procedural rules.
