State Initiative III Market Growth Electromobility BW – Charging Infrastructure for Electric Vehicles (Charge@BW)

The Charge@BW program supports a wide range of applicants, including sole proprietorships, freelancers, various company types, registered associations, cooperatives, homeowner associations (WEG), and public corporations. The funding is geographically limited to Baden-Württemberg and aims to promote the expansion of a comprehensive and demand-driven charging infrastructure for electric vehicles. This contributes significantly to the state's economic, transport, and climate policy goals.

Within the Charge@BW program, specific investments in charging infrastructure for electric vehicles are funded. This includes the purchase and installation of new publicly accessible charging infrastructure, as well as preparatory electrical installations in homeowner associations. The program clearly defines which costs are eligible for grants and which expenses are explicitly excluded from funding. The support aims at the implementation and operational phase of charging infrastructure projects to ensure their market introduction and long-term use.

The Charge@BW program offers financial support in the form of a non-repayable grant. The funding amount is up to 40 percent of the eligible costs, with a maximum amount set per charging point or charging space. In addition, there is a de minimis threshold for the minimum funding amount per project. The funded infrastructure must be in operation for at least three years after completion to ensure the sustainable use and impact of the investment.

To receive funding from Charge@BW, applicants must meet various requirements, ranging from technical specifications of the charging infrastructure to operating conditions. Special attention must be paid to the de minimis rule as well as compliance with IT security and data protection standards. Transparency and non-discrimination in the use of the charging infrastructure are also central requirements.

The application process for Charge@BW is in writing and requires electronic submission to L-Bank. Specific forms must be used, and precise information must be provided in the email subject. Processing takes place upon receipt of complete applications and within the framework of available budget funds. After successful implementation and expiry of the retention period, a proof of use together with a self-declaration must be submitted.

The Charge@BW funding program is based on specific funding principles of the state of Baden-Württemberg. The legal legitimacy and the framework for the approval of grants result from the State Budget Code and the State Administrative Procedure Act. In addition, the funding is subject to the de minimis regulations of the European Union and other traffic and energy industry regulations.
