Municipalities and legal entities with municipal participation can apply for a grant for supra-regional cultural projects. Who is funded?

The state of Rhineland-Palatinate funds municipalities and legal entities with municipal participation that plan and carry out supra-regionally significant, festival-like cultural projects in the state. The aim is to support projects with high artistic merit.

What is funded?

Funding is provided for cultural projects clearly profiled as festival-like, characterized by an overarching theme, homogeneous structure, and uniform presentation. Eligible expenses include fees, taxes, social costs for artists, event costs, as well as personnel and administrative costs. Primarily, projects in the implementation phase are supported.

Type and Scope of Funding

Funding is provided as a grant, generally up to one third of the eligible total costs, and in justified exceptional cases, up to 50%. The applicant must provide co-financing and generate income from ticket sales, which together must cover at least two-thirds of the total expenses.

Conditions and Requirements

To receive funding, the cultural project must meet certain conditions, including a festival-like profile, high artistic merit, and supra-regional significance. Important financial requirements involve covering one third of the total expenses through ticket sales and another third through self-financing. Furthermore, changes to the program or cost plan must be reported immediately.

Application Procedure

The application must be submitted to the Supervisory and Service Directorate (ADD) by October 30th for the respective following year. Approval is based on a professional evaluation by the ministry responsible for cultural affairs, which also considers regional and sectoral aspects.

The funding is based on the 'Cultural Funding Guideline' of the Ministry of Education, Science, Youth and Culture of the state of Rhineland-Palatinate from September 3, 2008. In addition, provisions of the State Financial Equalization Law and the State Budget Ordinance apply.
