Funding for the Construction of Sports Facilities (VV Sports Facilities Funding)

This funding program is aimed at local authorities, special-purpose associations, legal entities with municipal participation, as well as non-profit sports associations, clubs, and other non-profit organizations offering sports and leisure activities in Rhineland-Palatinate. The goal is to support the construction, conversion, and renovation of sustainable sports facilities that meet current sports needs and demographic requirements.

This program supports investment projects for the construction, conversion, expansion, and renovation of various sports facilities that meet demographic requirements and are planned according to needs. Grants are provided for necessary construction measures, although certain costs, such as land acquisition or parking facilities, are excluded.

Funding is provided as a grant, with the amount of the grant depending on the type and scope of the measure. For non-municipal projects, up to 40% of the eligible expenses can be subsidized, with a de minimis threshold of 75,000 EUR. The program does not have a fixed total or annual budget cap per project but is financed from the funds provided in the state budget.

Applicants and projects must meet specific conditions and requirements, including ensuring the needs-based and sustainable use of sports facilities, adherence to technical standards and official regulations. Furthermore, proof of financing must be provided and, if applicable, municipal co-financing or guarantees must be secured.

The application process is two-stage and requires timely project registration in February of the current year, followed by the submission of the complete application in November. Project selection is based on priority lists and an assessment by sports facility advisory boards and the Supervisory and Service Directorate (ADD).

This funding program is based on the Administrative Regulation for the Promotion of Sports Facilities Construction (VV Sports Facilities Funding) from 2015, which relies on the Sports Promotion Act and the State Financial Equalization Act. It is a ministerial regulation that defines the conditions and procedures for sports facility construction funding in Rhineland-Palatinate.
