Directive on Deutschlandticket Equity Payments for Public Transport M-V 2024

The funding program targets public transport authorities and transport companies in public local transport (ÖPNV) and regional rail transport (SPNV) in Mecklenburg-Vorpommern. The aim is to compensate for additional costs incurred in 2024 due to the introduction of the Deutschlandticket and to ensure the continuity of public transport services.

The program compensates for specific financial disadvantages arising from the introduction of the Deutschlandticket in public transport. These include revenue losses from fares, reduced reimbursement payments, and additional sales costs. The funding focuses on ensuring the financing of existing operations and related infrastructure in public local transport.

The funding is granted as an equity payment in the form of a subsidy. It covers 100 percent of the proven and compensable uncovered expenses incurred in connection with the Deutschlandticket in 2024. The program is limited until June 2026, with the covered expenses pertaining to the calendar year 2024.

To receive funding, applicants must fulfill various conditions and requirements. These include participation in the nationwide revenue sharing for the Deutschlandticket, providing necessary data, and fully asserting existing revenue claims. Overcompensation is strictly excluded, and there is an obligation to provide complete proof of expenses. The directive is based on the provisions of Regulation (EC) No 1370/2007.

The application procedure requires submission by September 30, 2024, to the Ministry of Economic Affairs, Infrastructure, Tourism and Labor. The application must include a calculation or estimate of the anticipated uncovered expenses. Advance payments can be granted upon informal request to ensure continuous liquidity.

The funding program is legitimized by the Directive on the Granting of Equity Payments for the Compensation of Uncovered Expenses in Public Local Transport in Connection with the Deutschlandticket in 2024 in the State of Mecklenburg-Vorpommern. It is also based on the State Budget Code and Regulation (EC) No 1370/2007.
