Creation of Efficient Rental Housing (EMWR)

The "Creation of Efficient Rental Housing (EMWR)" program targets builders who create affordable and energy-efficient rental housing in Bavaria. It is accessible to a wide range of applicants, from natural persons to legal entities under public and private law, and aims to provide adequate housing for low-income households.

The program promotes measures for the creation of new rental housing in Bavaria, with a special focus on energy efficiency and achieving certain Efficiency House standards. Eligible costs are based on the total costs according to the Second Calculation Ordinance.

The "Creation of Efficient Rental Housing (EMWR)" program offers interest-subsidized loans from BayernLabo for financing rental housing projects. The loan amount is set per square meter of living space and can be adjusted annually to the construction cost index. There are regulations for repayment and the possibility of special repayments if further investment grants are received.

To receive funding through the EMWR program, applicants must meet a series of conditions, including simultaneous funding under the Housing Promotion Regulations 2022 and achieving a high energy efficiency standard. It is also important that construction or the purchase agreement must not have started before the application is submitted. Special provisions also apply to securing the loan and complying with state aid regulations, especially if the funding is considered state aid for companies.

The application process for the EMWR loan is clearly structured and requires submission to the responsible approval authority before construction begins. Applications are reviewed by the approval authorities, with BayernLabo also assessing banking aspects. The loan is disbursed in several installments, based on construction progress.
