Adapting Living Space to the Needs of People with Mobility Impairments (RL WRA)

Last updated: 14.6.2025
Grant

The Free State of Saxony offers a grant for adapting self-occupied and rental living space to the needs of persons with mobility impairments. The program, managed by Sächsische Aufbaubank (SAB), supports necessary renovation measures to enable or improve the use of living space.

Who is Funded

This program of the Free State of Saxony is aimed at owners and tenants of living space in Saxony who wish to adapt it to the needs of persons with mobility impairments. The overarching goal is to enable or improve the use of living space for residents with mobility impairments or their family members living in the household.

What is Funded

The program promotes necessary renovation measures that facilitate or enable the use of living space for persons with mobility impairments. The measures must be based on the technical rules of DIN 18040-2 and may also include alternative solutions if these achieve the goal more simply.

Type and Scope of Funding

Funding is provided as project funding in the form of a grant. The grant covers up to 80 percent of the eligible costs, with a maximum of 8,000 Euros. For wheelchair-accessible conversions, up to 20,000 Euros can be granted. For recipients of basic social security, social assistance, or housing benefit, 100 percent financing is possible.

Conditions and Requirements

To receive funding, applicants must meet certain legal and structural requirements. These include compliance with technical standards, proof of permanent mobility impairment, and the landlord's consent for rental properties. In addition, certain living space limits must not be exceeded, with exceptions possible in cases of undue hardship.

Application Procedure

The application must be submitted in writing or digitally to Sächsische Aufbaubank (SAB) before the start of the measure. Detailed documents are required, including proof of mobility impairment, renovation plans, quotes from specialized companies, and a technical confirmation from a commissioned consulting agency. The SAB decides on the approval and is also responsible for disbursement and accounting.

The guideline for promoting the adaptation of living space to the needs of people with mobility impairments (RL Wohnraumanpassung – RL WRA) of May 17, 2017 (last amended on July 7, 2023) forms the legal basis of the program. It is based on the Saxon Budget Code and the administrative regulations issued thereunder. In the case of state aid, these are granted in accordance with Article 107(1) of the Treaty on the Functioning of the European Union for services of general economic interest.
