Mobilizing Housing for the Reception and Accommodation of Asylum Seekers from Ukraine (RL MoWo NRW 2023)

This funding was aimed at various individuals and organizations wishing to create or prepare housing for asylum seekers in North Rhine-Westphalia. The main objective was to support the accommodation of displaced persons from Ukraine or other asylum seekers by providing suitable housing.

The program supported various measures for the creation and provision of housing for asylum seekers. These included new construction, changes of use or extensions of buildings, as well as the renovation and partial modernization of existing apartments. The acquisition of earmarks for vacant or soon-to-be vacant apartments was also eligible for funding.

Funding was provided in the form of loans for the new creation of housing and as grants for the preparation of housing and the acquisition of earmarks. The amount of funding varied depending on the location and type of measure.

The funding was tied to specific legal and qualitative conditions to ensure the sustainable and needs-based use of the created housing. This included requirements for quality, financing, occupancy, and the exclusion of double funding.

The application for funding had to be submitted to the responsible Housing Office of the city or district administration in North Rhine-Westphalia before the start of the project. The procedure was based on the general regulations of the NRW Housing Promotion Regulations.

The funding was based on a specific directive of the state of North Rhine-Westphalia, supplemented by further laws and decrees on housing promotion in NRW. These documents formed the legal framework for the granting of funding.
