KLIMOPASS

The KLIMOPASS funding program targets municipalities, municipal enterprises, non-profit organizations, and small and medium-sized enterprises (SMEs) based in Baden-Württemberg. The goal is to increase the adaptability of natural, social, and economic systems to the consequences of climate change and to reduce the vulnerability of the state.

The KLIMOPASS funding program supports projects in three modules: consulting and training, preparatory projects, and the implementation of investment measures for climate adaptation. The funding covers both non-investment and investment projects, with a focus on heat protection measures and the development of adaptation strategies.

The KLIMOPASS funding program grants subsidies for climate adaptation measures. The funding amount varies depending on the module and type of measure, with specific maximum limits and funding rates.

For applying for and implementing KLIMOPASS projects, applicants must fulfill certain conditions and legal requirements, including stipulations regarding project start, cumulation with other funding, the de minimis rule, and proof of use.

The application process for KLIMOPASS is electronic via L-Bank. Approval depends on the completeness of the documents and the availability of funds. Applications are processed in the order of their receipt.

The KLIMOPASS funding program is based on a specific administrative regulation of the Ministry for the Environment, Climate and Energy Sector Baden-Württemberg and further budgetary and European state aid rules.
