Preventive Child Protection and Early Support (FRL PKFH)
The Free State of Saxony supports projects aimed at strengthening preventive child protection and early support services. This program promotes the development of needs-based offerings and the expansion of relevant structures. The objective is to improve child protection through grants for networks, psychosocial support, and innovative model projects.
Who is Funded?
The Free State of Saxony specifically promotes projects to improve child protection and early support services. Eligible applicants include districts and independent cities, recognized as well as, in justified individual cases, unrecognised providers of independent youth welfare services. The funding aims to ensure a needs-based range of services in preventive child protection and early support, to promote their steady expansion, and to make these services sustainable. The measures are geographically limited to the territory of the Free State of Saxony.
What is Funded?
Within the framework of these guidelines, various services for preventive child protection and early support are supported. This includes ensuring network structures, psychosocial support for families, innovative measures, and state-wide or model projects. However, family education and counseling services, as well as assistance for upbringing, are not funded.
Type and Scope of Funding
The program provides non-repayable grants to promote preventive child protection and early support in Saxony. The funding amount varies depending on the type of measure, between 65% and 100% of the eligible expenses, with specific co-financing requirements for certain projects. The approval periods are generally aligned with the calendar year, though multi-year approvals are also possible.
Conditions and Requirements
The granting of subsidies is subject to specific requirements that applicants must fulfill. These include, among others, the conclusion of cooperation agreements with the State Youth Welfare Office, the submission of regional overall concepts for districts and independent cities, and adherence to specific competency profiles for personnel. Furthermore, a negative declaration must be submitted to avoid double funding.
Application Procedure
The application procedure for funding in preventive child protection and early support is clearly structured. Applications must generally be submitted to the Kommunaler Sozialverband Sachsen by October 31 of the previous year for the following year and include specific documents such as financing and overall concepts. The granting authority decides on the subsidies within the framework of available budget funds.
Legal Basis
The funding program is based on the guideline of the Saxon State Ministry for Social Affairs and Consumer Protection for the Promotion of Preventive Child Protection and Early Support. This is supplemented by relevant provisions of the Social Code (SGB VIII) and the Saxon Budget Code, as well as by the Administrative Agreement on the Early Support Fund and the Performance Guidelines of the Federal Early Support Foundation.
