Funding for the Further Development of Child and Youth Welfare (FRL Weiterentwicklung)
The Free State of Saxony supports the further development of child and youth welfare through targeted grants. The funding program supports recognized independent youth welfare organizations, and in justified individual cases, also non-recognized ones, as well as local public youth welfare organizations in the Free State of Saxony. The goal is the further development of child and youth welfare through innovative projects, interdisciplinary cooperation, and targeted measures in the areas of child protection, democracy education, and community participation. Funding opportunities extend to both statewide and regionally focused projects.
What is funded: Project Types and Eligible Expenses
The program supports a wide range of projects and measures for the improvement of child and youth welfare, distinguishing between statewide and regional priorities. Eligible expenses include personnel and material costs, while school social work services are explicitly excluded from funding.
Type and Scope of Funding
Funding is provided as a grant (project funding by means of co-financing). The amount of the grant varies depending on the type of project, between 75 percent and 90 percent of the eligible expenses. Approval can be granted for the entire project duration, with a progressively decreasing funding rate for regional projects in subsequent years.
Conditions and Requirements
Funding is tied to specific conditions, which depend on the type of project. These include successful participation in selection procedures for statewide projects and the submission of a well-founded concept and a cooperation agreement for regional projects. Adequate co-financing by the grantee and partners is also required.
Application Process
The application for funding for child and youth welfare in Saxony must be submitted to the Municipal Social Association of Saxony. The procedure varies depending on the type of project, with a selection procedure required for statewide projects and the submission of a concept and a positive statement for regional projects.
Legal Basis
Funding for the further development of child and youth welfare in the Free State of Saxony is based on the guideline of the Saxon State Ministry for Social Affairs and Social Cohesion. This guideline is supplemented and specified by further state and federal legal provisions, particularly from the Social Code Book (SGB VIII) and the Saxon Budget Code.
