For funding, a declaration of a natural disaster by the cabinet, as well as proof of the cause of damage and the necessity of infrastructure restoration, is required. The measures must be part of a confirmed reconstruction plan and must meet a minimum damage threshold. Further conditions concern the prioritization of insurance benefits and donations, as well as the crediting of previous grants.
Application Procedure
The application procedure involves several steps, starting with the reporting and prioritization of damages and reconstruction measures by the affected entities to the responsible state authorities. After confirmation of the action plans, the actual application is submitted to the responsible approving authorities, observing submission deadlines.
Legal Basis
The basis of this funding program is the Joint Directive of the Saxon State Ministries on the Reconstruction of Public Infrastructure after Natural Disasters from June 4, 2019. This directive is embedded in and supplemented by various legal provisions of Saxon budget law as well as specific sectoral laws such as the Saxon Water Act or the Saxon Building Code.
