Funding Guideline Water and Flood Protection (RL GH/2018)
The Free State of Saxony promotes measures to improve the condition of water bodies and for preventive flood protection. This guideline enables municipalities, associations, and in some cases private individuals to receive grants for important environmental and infrastructure projects that serve to protect against natural disasters. The program significantly contributes to the ecological improvement of water bodies and sustainable flood prevention in the state.
Who is funded
This funding guideline addresses a wide range of applicants who wish to implement measures in the field of water and flood protection in Saxony. The main beneficiaries are municipalities, municipal associations, and water and soil associations. Furthermore, for certain measures, natural and legal persons under private law, as well as participant communities, can also submit applications.
What is funded
The program supports various water and flood protection measures. This ranges from the renaturation and ecological improvement of water bodies, through the construction and conversion of technical flood protection facilities, to the remediation of flood damages and the equipment of municipal water brigades. Pilot projects and research measures are also eligible for funding.
Type and Extent of Funding
Funding is granted as a non-repayable subsidy, mostly as co-financing or fixed-amount financing. The funding rate is generally up to 90 percent of eligible expenses, with specific maximum rates for certain measures and a de minimis threshold of 10,000 euros.
Conditions and Requirements
The funding guideline sets specific requirements for applicants and projects. These include ensuring overall financing, compliance with relevant legal provisions, and state aid regulations, particularly the De minimis Regulation and the General Block Exemption Regulation (GBER).
Application Procedure
The application for funding must be submitted to the State Directorate Saxony before the start of the measure. The procedure includes the submission of application forms and suitable evidence. The approving authority decides on the granting of the subsidy and may request further documents.
Legal Basis
The Funding Guideline Water and Flood Protection is based on the guideline of the Saxon State Ministry for Environment and Agriculture from June 18, 2018, last amended on June 30, 2023. It is embedded in the Saxon Budget Code as well as various federal and EU laws that define the framework conditions for the funding.
