Funding Guideline for Site Recycling and Decontamination – FRL FrDS/2024

This program of the Free State of Saxony addresses various applicants who wish to implement investment measures for the remediation of contaminated sites or for the securing and closure of landfills. The funding aims to eliminate environmental hazards, make land usable again, and contribute to biodiversity and climate protection.

The funding focuses on investment measures for improving environmental quality and restoring land. This includes the remediation of contaminated soil and groundwater, as well as the safe closure of landfills, with the creation of near-natural green spaces also playing an important role.

The funding is provided as a grant and covers a large portion of the eligible expenses, with varying funding rates depending on the type of project. There are clear upper limits for the maximum funding and a de minimis threshold for the minimum funding amount.

The funding is tied to specific conditions, ranging from the registration of the site in the contaminated sites register to the implementation of ecological measures. Additionally, state aid regulations must be observed, and there are clear rules regarding eligible expenses and the handling of property sales.

The application must be submitted to the Landesdirektion Sachsen before the start of the measure. Applications are made using official forms, to which a series of detailed documents must be attached. The approving authority examines the applications and obtains expert opinions, with the selection of landfill projects based on their contribution to the program objectives.

The funding program is based on a specific guideline of the Saxon State Ministry for Energy, Climate Protection, Environment and Agriculture and is embedded in a comprehensive legal framework. This includes budgetary, administrative, environmental, European, and state aid provisions that regulate the implementation and design of the funding.
